I am currently facing an issue with Microsoft Forms Pro where "Anyone can respond" Option is disabled in Microsoft Forms and I am seeking your expertise to help me resolve it.

I have created a Microsoft Forms from templates , I've noticed that the "Anyone can respond" option is disabled due to the file upload is not available with this option and actually I don't have any file upload in my form, and  I would like to enable this option to allow a wider range of participants to provide their input and responses.

I have explored the settings and options within Microsoft Forms, but I have been unable to find a solution to enable the "Anyone can respond" option. I believe that there might be a specific configuration or setting that needs to be adjusted.

Solving: Anyone can respond is disabled in Microsoft Forms

From my experimentation across multiple tenants, I observed that the issue of the "Anyone can respond" link being disabled mainly depends on the template you choose when creating your form or survey.

Why "Anyone can respond" option is disabled in Microsoft Forms?

So if your template has a question that requires uploading a file, in this case, you will not be able to allow the "Anyone can respond" to your form.

In this case, you have two options to allow the "Anyone can respond" link in your Form.

  1. Remove the question that has an upload file.
  2. Set Sharing settings to allow external access.

In my case, to avoid any changes in my external settings and security policy, I just removed the question that requires file upload, and now can collect responses from anyone who has the link as stated below
