SharePoint 2019: The remote computer refused the network connection

Question

I have a SharePoint 2019 farm that was working properly till restarting the SharePoint servers. After restarting, I tried to open the SharePoint site but I got this error "The remote computer refused the network connection".

I checked all SharePoint services and it was up and running, I also checked the network connection between all SharePoint servers and it's working!

Could you help me How can I solve "The remote computer refused the network connection" in SharePoint 2019?

Solving: "The remote computer refused the network connection" in SharePoint 2019

In SharePoint Server 2019/2016/2013, This error "The remote computer refused the network connection" is mainly related to the database server that hosts the SharePoint Databases, and usually occurs in case of the following:

1. Database server that hosts the SharePoint Databases is down.
2. Database Server is up and running but the SharePoint Server can't reach it.
3. SQL Server Services are stopped.

1) Database server that hosts the SharePoint Databases is down

Try to ping the Database Server IP to verify that the Database Server is up and running.

ping DBServer IP

Even if the ping is replying, the VM may be stuck and not accessible, and you have to check with the infra team to ensure that the DB server is up and running and accessible.

2) Database Server is up and running but the SharePoint Server can't reach it.

In this case, you have to check the port accessibility of the SQL Server instance as mentioned at How to Check SQL Server Connectivity between Application Server and Database Server

3) SQL Server Services are stopped.

In case, the DB server is up and running and you can reach the DB Server from SharePoint Servers and the SQL Server port is opened, you have to ensure that the SQL Services are running:

• SQL Server Service.
• SQL Server Agent.
